Governor Stein Restores Medicaid Provider Rates

On December 10, 2025, Governor Josh Stein announced that the administration has fully restored Medicaid provider rates, suspending the 3–10% cuts that took effect on October 1. The Department of Health and Human Services (DHHS) will reinstate all rates to their September 30 levels and issue retroactive reimbursements for the difference between reduced and full rates for claims filed since October 1. DHHS has also cautioned that, without additional legislative action, Medicaid funding is projected to run out by April 2026.

NCPA will continue working with state partners to support a long-term, sustainable solution that protects access to care for North Carolinians.
