Director of Psychiatry

THIS POSITION IS MANAGERIAL EXEMPT AND NOT SUBJECT TO THE PROVISIONS OF CHAPTER 126, Article 1 OF THE NC HUMAN RESOURCES ACT.

The primary purpose of the position of Director of Psychiatry Services is to provide clinical and administrative oversight for the psychiatry program section of North Carolina Division of Adult Correction. The Director of Psychiatry Services must be able to respond to both clinical and administrative issues from across the state and must be able to make decisions that often have broad ramifications for mental health services and the system. This position will plan, develop and coordinate the implantation of psychiatry services for inmates in the Section of Prisons.

This position will provide direction and oversight in the dispensing of psychotropic medication to the inmate population and monitor the quality of psychiatry care provided through reports, grievances, complaints, on-site visits, special studies and inquires, and provide leadership in evaluating the effectiveness of psychiatry services. The Director of Psychiatry will provide support, consultation, and guidance and direction to institutional Psychiatrists and other professional staff regarding care and treatment of mental health patients. This position will assess the needs of psychiatric services, collect and maintain data, conduct special studies and prepare necessary reports pertaining to psychiatry services. This position will develop standards and policies, directives, procedures, and guidelines for psychiatric services.

The position serves as primary medical and clinical supervisor and will assist with administrative supervision of psychiatrist positions statewide. This includes full-time employees (e.g., psychiatrists, psychologists and mental health social workers) as well as locums' psychiatrists and contract employees of mental health. Accordingly, this position will be integrally involved with the hiring and orientation of mental health staff as well.

The Director of Psychiatry Services will work in conjunction with the Director of Health Services, the Director of Behavioral Health, the Chief Nursing Officer and the Director of Dentistry in establishing policies and procedures regarding the provision of offender health care in general. This position will also develop parameters and monitor compliance with standards for psychiatric care statewide.

This position serves as principal advisor to the Assistant Director for Medical Services and provides technical assistance in matters pertaining to psychiatry services. This position assists in overall efforts in providing comprehensive mental health care programs for DPS. This position will meet with correctional managers, health care providers, Health Department officials, and others to discuss problems and resolutions. This position will study and analyze legislation, statutes, and regulations that impact upon medical components of the plans and policies of the Psychiatric Services Section.
